Many shortcomings in draft policy for tribal areas: seminar

  • Draft has no link to common minimum programme
  • Many deficiencies in education programmes

    Srikakulam: The UGC-National Seminar on `Draft National Policy on Tribal and Human Resource Development in Tribal Areas', which concluded at Andhra University at Etcherla said there were a number of shortcomings in the new draft policy of the Government even though the new policy had granted greater autonomy to tribal people. The conclusions of the two-day seminar were released by seminar director, M.Sundara Rao, here on Monday.

    The shortcomings included non-association of tribal leaders with the preparation of the draft. The draft has not studied why the present programme had failed. The draft had no commitment to the common minimum programme nor has it any links with other policies and programmes of the Government.

    Resettlement

    On the issue of resettlement of tribes, the seminar wanted problems of tribals to be tackled on a time-bound basis and due importance to be given to cultural issues. The results produced had not been commensurate with the huge funds spent on tribal development schemes.

    The seminar also pointed out many deficiencies in education programmes meant for tribals. The dropout rate should be reduced. Lack of physical facilities is another factor that had failed to attract tribal children to schools. The seminar had also recommended encouragement to tribal children with special skills. In respect of the role of Government and non-government organisations, the seminar recommended enhanced involvement of tribals in all programmes meant for them.
