ONGOLE: The Government has decided to cancel the entire process of rationalisation, transfer and promotion of teachers through counselling in October and November last year in Prakasam district and conduct fresh counselling in April and May.

It has also directed the District Educational Officer to take certain temporary measures to put an end to the uncertainty gripping teachers, who could not join to duty due to various irregularities in the counselling process.

Orders soon

In-charge DEO Raghukumar told The Hindu here on Monday that orders would be issued to all teachers in the next four or five days as per guidelines issued by the Government. He stressed the need to save the academic year for students studying in government schools and sought the cooperation of teachers unions to find temporary solution to the problem till fresh counselling was taken up during summer vacation.

After conducting enquiry, the Government came to the conclusion that certain discrepancies occurred in rationalisation, transfer and promotion of teachers through counseling in Prakasam district. It has decided to take the following temporary measures to resolve the imbroglio. All posting orders issued against vacancies which are blocked will be cancelled. Posting orders issued by DEO Jayachandrakumar after his suspension, should be cancelled. Posting orders issued by Mr. Jayachandrakumar on his own without the approval of the committee headed by the Zilla Parishad chairman shall be cancelled.

In case of two or many persons posted to a single post, all such posting orders issued subsequently will be cancelled. Posting orders issued against vacancies which are added subsequently the list of vacancies first displayed will be cancelled.

Clear vacancies

After taking the above measures, the DEO has been directed to prepare a list of persons to whom posting orders are to be issued category-wise, subject-wise and medium-wise. He should also prepare the list of clear vacancies available in the district as on today category wise, subject wise and medium wise clearly mentioning the vacancies which are blocked and which are not blocked.

The committee may be requested to conduct counselling to fill the posts with available teachers.

The convenor has to issue only deputation orders for these teachers. Deputation orders can also be given to those who could not attend the earlier counselling depending on necessity.
