"First list is tip of the iceberg"

Subsequent lists would reveal many big names: Vigilance Department

    NEW DELHI: The list of 94 Municipal Corporation of Delhi engineers whose names have been recommended for penal action by the civic body's Vigilance Department for allegedly allowing illegal constructions in their zones is an eye-opener.

    There are at least half a dozen engineers who overlooked more than three-dozen major violations of building by-laws each in their zones in 2001 alone.

    According to a senior Vigilance Department official, the first list is just the tip of the proverbial iceberg and subsequent lists of guilty engineers would reveal many names including that of some very senior engineers in the civic body.

    The first list covered just six of the total of 12 civic zones where major violations were carried out in 2001. "Keeping in mind that scrutiny of records has to done from 2001 to 2005 covering more than 18,000 properties in all zones where notices have already been sent, it will be a very difficult and exhaustive job for us. The first list itself reveals how some engineers failed miserably in doing their duty and blatantly ignored illegal constructions in their areas," he added.

    The list contains names of seven assistant engineers and nine junior engineers in South zone, while in City zone three AEs and six JEs were found guilty. Similarly, names of eight AEs and 13 JEs of Central zone and six AEs and 10 JEs of Shahdara (South) zone figure in the list. It also has maximum names of 10 AEs and 17 JEs from West zone and another three JEs and AEs each from Sadar Paharganj zone.

    Interestingly, the list comprises names of at least three guilty JEs in two zones who were later promoted as AEs -- they are R. K. Jain (Central zone -- 135 violations); S N Hassan (City zone -- six) and Arvind Malik (Central zone -- five). Then there is JE Siddiqui of Central zone who allowed violations in 31 properties.

    Other guilty AEs are Rakesh Kumar (Central -- 31 violations), Rajesh Mishra (Central -- 18), S S Yadav (Shahdara-South-- 19), Vijender Dahiya (South -- 11) and Akhilesh Pathak (Central -- nine). Similarly guilty JEs include Aditya Nasir (Central -- 21), Mujtaba (Central -- 23), Sanjeev Jain (South -- 10), Vikas Gupta (South -- 10) and Kuldeep Singh (South -- 11). There are several other AEs and JEs who allowed more than three violations in their zones in 2001.

    The Vigilance Department has recommended initiation of major penalty proceedings against these guilty officials to competent authorities in the civic body.
