It is surprising how the UPA Government concluded that it is wrong to withhold someone's money in the absence of any evidence against him. The accused, Ottavio Quattrocchi, is yet to be tried by the CBI for charges of cheating and criminal conspiracy in the Bofors payoffs case. The request for de-freezing his accounts looks like a scandal within the bigger scandal.

* * * The Government owes an explanation to the nation. Mr. Quattrocchi is still a subject of Red Corner notice, and remains an accused warranting extradition to India as per the CBI.

The great urgency shown by the Law Ministry is not only baffling but also outright ridiculous. The Government has defamed itself and maligned India's position in the international community by making a mockery of its criminal jurisprudence.
