BANGALORE: Chief Minister Dharam Singh and Law Minister H.K. Patil will take up the issue of "delay" in establishing Circuit Benches of the Karnataka High Court at Hubli-Dharwad and Gulbarga with Chief Justice Cyriac Joseph at the earliest. Mr. Dharam Singh was speaking after inaugurating a seminar on `Karnataka Children's Right Bill and Karnataka Compulsory Education Bill.' It was organised by the Karnataka Law and Parliamentary Institute here on Wednesday. The Chief Minister expressed displeasure over the "move" by lawyers in northern districts to renew their agitation in protest against the "delay" in establishing Circuit benches.
`Work in unison'
The demand for a High Court bench in north Karnataka was met after 50 years of agitation. "It is time we exercise our patience and work together to get the work done through talks. Protesting against delay or restarting agitation is not the right approach to get things done," he said. Referring to Children's Rights Bill, Mr. Singh said that it addresses children's right to health, nutrition, education. It also enshrines the right against exploitation, child labour and abuse. Mr. Singh said that Mr. Patil has been doing a good job and has given a new dimension to his department. Mr. Patil said once it becomes an Act, the Bill will create an ambience for integrated development of children in the State. Director of the Karnataka Institute for Law and Parliamentary Reform G. Dakshina Murthy welcomed the gathering. Minister for Primary and Secondary Education Ramalinga Reddy presided over the seminar.
