This Day That Age
Ambassador Mehta called on the US Assistant Secretary of State, Mr. Allen in Washington on January 17 and presented another note setting forth the Government of India's reaction to the clarification which the State Department had given recently regarding the American attitude to Goa. These notes and counternotes are the aftermath of the joint statement issued by the US Secretary of State, Mr. Dulles, and the Portuguese Foreign Minister in which Goa was described, without being actually mentioned by name, as a Portuguese Province. India took very strong exception to US subscribing to this Portuguese view and asked the State Department to make its exact position known on the status of Goa. In the latest note, the second on the Goa issue presented to the State Department, the Government of India have expressed dissatisfaction with the clarification which Washington gave of its attitude. In particular, India cannot accept the explanation given that in using the word "province", the State Department did not intend it to have any international significance, but the word was used purely for internal purposes. India's position is that when one of the parties tries to make political capital out of that word, it does acquire international significance and it has been pointed out to the State Department that Portugal has been using the joint statement to support her stand in the Goa dispute and to make it appear to all the world that the US is backing it. Attention has been drawn to the fact that the Portuguese attitude has become even more aggressive since that joint statement was signed.
