RSP flays Chandy for anti-Goonda Ordinance

Says Government failed to enforce provisions of the ordinance

THIRUVANANTHAPURAM: State secretary of the Revolutionary Socialist Party (RSP) T. J. Chandrachoodan has asked Chief Minister Oommen Chandy what he had achieved by rushing in the anti-goonda law through an ordinance.

In a statement issued here on Sunday, Mr. Chandrachoodan said the ordinance was promulgated one-and-a-half months ago on the argument that the law could not wait till the next Assembly session.

Mr. Chandy had then said that, with this ordinance strengthening the hands of the law enforcers, hard criminals would be rounded up and brought to book immediately.

The police have taken no criminal into custody under the provisions of this ordinance so far. This is either dereliction of duty on the part of the Government or sheer deception practised on the general public, Mr. Chandrachoodan alleged.

He said it was baffling why the Government could not enforce the provisions of the ordinance.

Section 12 of the ordinance stipulates the constitution of a three-member advisory committee for deciding whether there are sufficient grounds for keeping a person booked under the ordinance in continued custody.

Mr. Chandrachoodan said the Government could not constitute this committee so far because of some dispute among the coalition parties of the UDF on who should be the members of this committee. "Sharing the spoils of office is the problem," he alleged.
