Bihar politics

The Supreme Court ruling that Governor Buta Singh, on whose advice the Bihar Assembly was dissolved, acted in undue haste has complemented the verdict of the people of Bihar in the last Assembly elections. The Bench has also drawn the nation's attention to the misuse of the office of Governor and recommended a national policy for the appointment of Governors. The Court should follow up on the recommendation if the Constitution is to be saved from being subverted.

In the event of loss of government money due to negligence by a government servant, the amount is recovered from the person. But in politics, the burden of wrong and hasty decisions is passed on to the people. Thanks to Mr. Singh's wrongdoing, the burden of holding another election in Bihar involving crores was thus borne by the people of the country.

Mr. Singh has no moral authority to continue in office. If he still refuses to go, he should be dismissed.

It has become all the more imperative for the office of Governor to be held by apolitical citizens. Unfortunately, successive governments have made the office a convenient place for parking senior politicians. It is not surprising therefore that these appointees are ever willing to oblige the ruling party at the Centre instead of being impartially guided by the constitutional provisions. All political parties should meet and agree on eligibility criteria and selection methodology for appointing Governors. The least the UPA Government can do is to apologise to the nation for recommending dissolution based on the Governor's report.
