    NEW DELHI: Delhi Lieutenant-Governor B.L. Joshi on Thursday emphasised the need to involve the citizens in administration to make Delhi a world-class city.

    Addressing the citizens on the occasion of the 57th Republic Day, Mr. Joshi said the Bhagidari scheme was being implemented in all Delhi Government departments to realise this objective. ``There was need for social audit by the people in monitoring the construction work undertaken by the authorities. Monitoring of governmental performance by enlightened citizens is good for the efficiency and commitment of the Government," added the Lieutenant-Governor.

    On the Delhi Master Plan 2021, Mr. Joshi said it was expected to be finalised in the next two months, after the Board of Inquiry and Hearing completes the process of considering 7,000 objections and suggestions it has received.

    Mr. Joshi said after he took over as the Lieutenant-Governor he made his priorities clear that included providing the citizens with transparency in governance, better living conditions, secure environment, public participation in administration, accountability and single window system for civic services.

    Informing that the influx of migration to Delhi was five lakhs per year, Mr. Joshi said the concept of diverting people to the National Capital Region was the only solution. ``Transparency in land development and disposal is being observed by the Delhi Development Authority and action is being taken in a case where rules have been flouted in land allotments."

    In preparation for Commonwealth Games 2010, he said a site for Games Village that will accommodate 7,500 competitors has been identified near National Highway-24 adjacent to Akshardham Temple in East Delhi.

    Stating that the Delhi Government was constantly trying to better the delivery system for water and power, Mr. Joshi said people should be economical in their usage as these resources were not unlimited. He said there was scope for betterment in civic amenities and Delhi Government will make all efforts to achieve this objective.
