dated January 30, 1956: US rejects Soviet offer

President Eisenhower, in a message to Marshal Bulganin, has rejected the Soviet Premier's proposal for a treaty of friendship and cooperation between the US and the Soviet Union. The White House released on January 28 the President's message and the text of the personal letter from Marshal Bulganin delivered to Mr. Eisenhower by the Soviet Ambassador on January 25, in which the Soviet Premier proposed a 20-year treaty of friendship and cooperation. The President said the articles in the proposed treaty were already explicitly covered in the UN Charter. "Friendly collaboration between States depends not solely upon treaty promises but upon the spirit that animates the Governments of the States concerned and upon actual performances. The present state of international tension is not prevented by words of the UN Charter. How can we hope that the present situation would be cured by repeating those words in a bilateral form?"
