The Tamil Nadu Chief Minister should be congratulated on the far-sighted legislation on cable TV networks. Other States, particularly Karnataka, should also consider enacting similar legislation to give an option to subscribers. The term `multi system operators' is a misnomer. In effect, there is only one service provider. The subscriber has no choice on either the rates or the channels and content he can view.

* * * State takeover of any undertaking in public interest is always restricted to major players. In 1969, only 14 leading banks were nationalised to begin with to change the face of banking in India. Nobody, including courts, cried foul for leaving hundreds of smaller banks in private hands. Similarly the Cable TV Bill proposes to take over only big MSOs across Tamil Nadu. There is no force in the demand that all 500 operators should be taken over to avoid the charge of discrimination. It is hoped the Governor will give his assent to the bill.
