The claim of Orissa Chief Minister Naveen Patnaik that a balance between environment and industrialisation will be struck (Feb. 2) rings hollow. Until those responsible for the death of 12 tribals in the Kalinga Nagar firing are punished, the blood of the innocent people will be on the hands of the Chief Minister and his Government. Mr. Patnaik should also start acting on his intent "to consult tribal leaders, leading NGOs..." The shooting occurred on January 2 and on February 2 we still hear only about an intent to consult the affected parties.
