The UN Secretary-General, Mr. Dag Hammarskjoeld, in a talk with pressmen in Bangalore on February 2, said that he read in the Panch Shila a reaffirmation of the obligations and aims of the UN. The five principles of coexistence seemed to be helpful to the UN. Mr. Hammarskjoeld was asked how far the Panch Shila had contributed to the objectives of the UN and whether he considered the five principles of international conduct contained therein to be of universal application. He said he was not in favour of amending the UN Charter as he thought that the constitution had shown itself to be flexile. They had not fully explored and exploited the full potentialities of that constitution. There were still great possibilities through the existing UN Charter. Asked whether the UN could not do anything to prevent military pacts which resulted in the aggravation of tensions, Mr. Hammarskjoeld said the question of regional military pacts was an open one. The majority view was clearly to accept the regional pacts as compatible with the Charter.
