Marshal Nikolai Bulganin, in a new message to President Eisenhower, has repeated his offer of a 20-year Russo-American friendship treaty and offered to conclude similar treaties with other countries, including Britain and France. The Soviet Premier's offer of a 20-year treaty with the US was rejected last week-end by Mr. Eisenhower. It was renewed in a new message delivered to the State Department on February 2 by the Soviet Ambassador, Mr. Georgi Zarubin. In his message, Marshal Bulganin also declared "still open" the Soviet proposal to conclude a treaty between States belonging to the Atlantic Pact and those belonging to the eight-nation East European Pact signed in Warsaw last May. He said certain doubts might have arisen in Mr. Eisenhower's mind because Moscow had proposed a Soviet-US treaty "on a bilateral basis" whereas the UN Charter is a treaty among many States. "But you will agree that the conclusion of a treaty of friendship and cooperation between the two strongest powers in the world would contribute to a healthier international situation. On the other hand, we are willing to conclude similar treaties with other States as well. Lastly, the proposal to conclude a treaty between the two groups of States - those parties to the NATO and those parties to the Warsaw Treaty - is still open."
