LUCKNOW: The Uttar Pradesh Government has drawn a blueprint to make the State free of open-defecation by 2012. State Panchayati Raj Director R K Shukla said on Thursday, last year eight lakh households migrated to independent toilet systems, while this year -- till January -- 12 lakh mark had already been achieved. ``By March 2006, we plan to post a figure of 20 lakh toilets this year alone,'' he informed, adding by March next year, all rural schools will boast of toilet facilities. According to official figures, almost 73 per cent of the rural population defecate in the open, spreading several life threatening diseases in the immediate vicinity..
