This refers to the editorial, "A progressive direction" (Feb. 16). The Supreme Court's direction to make the registration of marriages compulsory is commendable. It will go a long way in helping women enforce their rights within marriage. In every community we find deserted wives, victims of bigamous relationships, and hapless widows who stand robbed of their entitlement because they do not have proof of marriage. It would be much easier for the state and law enforcing agencies to come to their rescue if they have the crucial evidence in the form of a marriage certificate.

If the procedure for registration is simple and affordable, even the poor and illiterate can be persuaded to register their marriages. There should be provision for accessing a copy of the registration certificate at all times, so that women do not become victims of high handedness and coercion. The production of a copy should be made mandatory for changing nominations in the Provident Fund and insurance, and extending benefits such as ESI.

The process of registration must be made simple. Registration forms should be made available in all government offices. Online registration should be encouraged. The process of verification should be done swiftly like passport processing.

Registration of marriages, especially of government servants, will help avoid litigation when there is more than one claimant for benefits. Wives will find it easier to establish their legal rights and claim the benefits without wasting years in courts.

Every Muslim nikah should be registered within three months. This will not only protect the interest of the women but also prevent men from misusing the marriage laws. The governments should consult scholars and intellectuals before framing suitable rules.
