Reason to be unhappy

The Mayor is not happy, and reasonably too.

Teegala Krishna Reddy is unhappy that he, in spite of being an elected public representative, has been kept out of several policy decisions taken by civic authorities in the recent past.

Mr. Reddy says this would not be the situation in several other countries where the Mayor would have some sort of control over civic officials and even the police.

Now, if the first citizen of Hyderabad is discontented, what should be the state of the rest? We mean, the lesser mortals.
