e-governance initiative of Company Affairs Ministry launched

  • 53 facilitation centres to be set up

    COIMBATORE: The e-governance project of the Ministry of Company Affairs (MCA 21), considered "a major step forward in creating a healthy business eco-system for companies," was launched on a pilot basis here on Saturday.

    The Ministry has created an online portal with all details on e-filing.

    In a message, Minister for Company Affairs Prem Chand Gupta said this was a Mission Mode Project under the national e-governance plan.

    The Secretary, Ministry of Company Affairs, Komal Anand, said that the Ministry would install MCA 21 in the 20 offices of the Registrar of Companies across the country by April 24.

    The MCA 21 is a public-private partnership project of the Ministry in partnership with Tata Consultancy Services (TCS) Limited under Build, Operate, Own and Transfer model. TCS is responsible for designing and implementing the project. It will maintain the system for six years after the successful installation at all sites.

    To help the stakeholders in e-filing, 53 physical front offices (facilitation centres) will be set up across the country.

    Ms. Anand said all those who had to sign documents on behalf of a company (be it the managing director, director or a professional) should procure "Digital Signature Certificates" as a pre-requisite to e-filing.

    Further, the registration form for allotment of a Director Identification Number (DIN) was available on the MCA portal.

    There was no proposal to levy separate charges for e-filing for the next three years. However, the statutory charges would continue.

    The CEO and MD of TCS, S. Ramadorai, said the project aimed at bringing about speed, transparency and efficiency in the Ministry'sservices to all stakeholders through a set of pre-defined service levels.
