Bihar won't change

The picture of a chaotic State is clearly brought out in the article "Bihar won't change ... "(Open Page, Feb. 19). There are laws in place and they can be effective if there is adequate political will. The argument that Bihar is not going to change for the next few decades is presumptuous.

The author has emphatically brought out the fact that no Chief Minister or political party can change the character of a people or State. But the question what is the solution remains.

Agreed, the people of Bihar are responsible for the situation in which it is today. But the author, Professor, IIT, Madras, who is also a native of Bihar, must introspect before blaming the others.

No country or place will change unless the people living in it contribute to it fruitfully. He should set an example for other Biharis to follow.

Problems the article deals with exist in all States. Biharis are among the top in every field. It is just that they move out in search of better prospects. The economy of a State can improve if its people contribute to it.

In the case of Biharis, they are engaged in strengthening the economy of other States and think nothing of criticising their State from a distant land.
