NEW DELHI: Describing the appointment of a new committee by the Delhi Cabinet to look into the issue of application of building by-laws in the rural Lal Dora areas of the Capital as a sham, the senior Congress legislator from Ghonda, Bhisham Sharma, on Tuesday said it was an attempt to undermine the working of the high-power committee constituted by the Union Government and create confusion in the minds of the people. In a statement, Mr. Sharma said it was unfortunate that Chief Minister Sheila Dikshit was unrelenting in her tirade against the Union Government and some of its functionaries. He said when on the directions of Prime Minister Manmohan Singh and Congress president Sonia Gandhi a high-power committee had been constituted by the Union Urban Development Ministry to look into the various aspects of demolitions, building by-laws, construction activity in Lal Dora areas and other related issues, there was hardly any need for a committee being set up by the Delhi Government. ``Ms. Dikshit is trying to divide not only the party but also the governments. She is acting as if a BJP-led Government was ruling at the Centre. She should have at least consulted the party MLAs and her ministerial colleagues before embarking on any such exercise,'' he added. Stating that the Congress Legislature Party meeting had not been called despite repeated requests by several MLAs and directions by the party high command, Mr. Sharma said when the Delhi Government did not have power on land, buildings or even issues relating to Lal Dora then what was the purpose behind setting up such a committee that was a non-starter from the word go. In fact, he pointed out that it was the Delhi Government that had recently sent to the Lieutenant-Governor, B. L. Joshi, a proposal for undoing the 1963 notification exempting buildings in Lal Dora from building by-laws. Now a committee has been constituted after the entire issue has been complicated. Complimenting the efforts of the Union Minister of State for Urban Development, Ajay Maken, for providing relief to the people, Mr. Sharma said the new committee of the Delhi Government was indirectly aimed at taking on the party leadership and Mr. Maken.
