Brussels: Europe is attempting to take a major step towards competing with the U.S. with the European Commission unveiling plans to establish a rival to the Massachusetts Institute of Technology. Jose Manuel Barroso, President of the European Commission who is spearheading efforts to reform Europe's struggling economies, will preside over the ceremony to create a ``European Institute of Technology.''
