KOCHI: Show-cause notices will be issued to owners of 3,000 hectares of paddy fields in the district which have been lying uncultivated, District Collector A.P.M. Mohammed Hanish said here on Thursday. He said revenue divisional officers had submitted a comprehensive list of these fields, including those illegally converted into housing sites. Mr. Hanish said the owners would be served notices within a week, and they would have submit their responses within 10 days. If the replies were unacceptable, the paddy fields would be auctioned off on lease for those willing to cultivate, under the Kerala Land Utilisation Order, 1967. He said initial surveys had revealed that 738 hectares of land was lying fallow in the district and show-cause notices were served to 1000 people who owned the fields. However, as the details were found incorrect in many cases, the Collector had asked the revenue divisional officers to file fresh and comprehensive reports. He said that under the 1967 order, the owners of lands leased out for cultivation could not approach courts directly. They would first have to approach the Land Revenue Commissioner in Thiruvananthapuram. If the petition was rejected by the commissioner, they could approach the Government for a revision order. If even that failed, the courts could be approached. The Collector said that a case under the Essential Commodities Act had been filed against the owner of a paddy field found illegally converted near the Makaliyam temple at Irumapanam.
