VISAKHAPATNAM: Helmet law will finally come into force in the city from March 9. In response to the directions given by the Andhra Pradesh High Court, the police commissionerate on Thursday said they would levy fine against violators for not wearing helmets (protective headgear) in the limits of Greater Visakha Municipal Corporation. Action will also be taken against users of four-wheelers for not using seat belts. ACP (traffic) K. Ramakrishna Rao said as per the court orders, they would also slap fine on those talking on mobile phones while driving two/three and four-wheelers.
Levy of fine
Two-wheeler manufacturers and dealers are also prohibited from selling vehicles without providing protective headgear. The High Court in its judgment dated January 3, 2006 stated that with effect from February 10, the State Government and its instrumentalities should make a special arrangement for sale of ISI-marked protective headgear in the areas of Municipal Corporations of Visakhapatnam, Vijayawada, Guntur, Kurnool, Tirupati, Nellore, Karimnagar and Warangal and with effect from March 9, campaigns should be launched in these areas for levy of fine against the violators of the provisions contained in Section 129 of Motor Vehicles Act, 1988. Helmet law which was enforced in the city for some time during the fag end of the erstwhile Telugu Desam Party regime in 1986-87, was subsequently kept under abeyance following criticism from various quarters.
