NEW DELHI: The Uttar Pradesh police have assured the National Human Rights Commission (NHRC) that they have directed their personnel to be "sensitive" while dealing with cases of human rights violations. The assurance was given after the NHRC expressed its distress at the "censure" awarded to erring police officials who had, in July 2001, picked up a 70-year-old man, taken him to the police station and tortured him. The man was released only after he paid Rs. 1,500. Pointing out that the police action amounted to unlawful confinement, torture and extortion, the Commission said the "censure" awarded for such a grave misconduct was not only an eyewash but gave the impression of tolerance for corruption and violation of human rights. The Commission directed the Director-General of UP Police to personally look into the matter and ensure that a penalty commensurate with the gravity of misconduct committed by the erring officials. The UP Government informed the NHRC that a case under the Prevention of Corruption Act had been registered against the delinquent policemen. It said orders had been issued to all Senior Superintendents of Police and Superintendents of Police to show awareness and sensitivity while taking administrative action against policemen found guilty for human rights violations and charges of corruption.
