Bangalore: External funds received from the Asian Development Bank (ADB) for improving urban infrastructure in Karnataka have proved to be "white elephants" to urban self-governments, which are already facing shortage of funds, according to participants at a consultation on "ADB policies and projects in Karnataka", organised by the Urban Research Centre here on Friday. Gururaja Budhya of the centre said the purpose of operation and maintenance of infrastructure and delivery of urban services is defeated for various reasons. Referring to the ADB-funded Mangalore project, he said it was initially proposed to begin in 2001 but was delayed by two years. The progress of work on water supply, underground drainage, storm water drain and slum improvement schemes was slow and the quality of work poor. Lack of quality of work on storm water drains led to water stagnation. In some cases, underground drainage lines were laid but treatment plants were not built. Sudhir Vombatkere of the centre alleged that a solid waste management plant built at a cost of over Rs. 8 crores in Mysore could not be used as its design was faulty. — UNI
