Pondicherry: CPI (M) Pondicherry unit Secretary V. Perumal said here on Saturday that the budget presented by Chief Minister N. Rangasamy was "disappointing". Instead of earmarking necessary funds for holding civic polls the Chief Minister had only said that the next government (after the polls) would hold the elections.
