Efforts on to identity heads of departments

Confusion prevails over the exact number

HYDERABAD: Efforts are on by the Government to identity the additional 51 heads of departments (HoDs) recommended by the Girglani Commission to be included in the list of "State Cadre Services" open to persons belonging to all zones in the State.

There are already 51 HoDs in the list coming under these services which were specified in the Presidential Order, apart from the Secretariat.

Confusion, however, prevails as far as the number of HoDs are concerned. Going by the customary budgetary allocations from its side, the Finance Department puts the number at 280 treating even the public sector undertakings and other agencies aided by the Government as separate entity.

But, the HoDs shrink to 174 when the issue comes to the Planning Department which goes by the projects under implementation.

A senior official dealing with the matter said for the present, efforts were on to identify the 51 extra specific HoDs mentioned by the commission. These will be tallied with the HoDs hitherto existing outside the purview of the Presidential order before repatriating the employees.

Localising services

Pending orders for implementing the commission's report in toto, officials are trying to differentiate between a "native place" and "nativity" for localising the services to repatriate employees to their zones. Native place is interpreted as the birthplace of an employees and "nativity" as the local status acquired by a person after staying at a place for the specified number of years.

Officials rule out any estimation of the number of employees to be affected in each zone at this stage, saying "the magnitude of the shifting will be known only during implementation."
