NEW DELHI: A delegation of Delhi Bharatiya Janata Party legislators and leaders led by the Leader of the Opposition in the Delhi Assembly, Jagdish Mukhi, called on Lieutenant-Governor B. L. Joshi over the weekend and demanded immediate dissolution of the Assembly and the Congress-ruled Municipal Corporation of Delhi stating that there was a complete breakdown of constitutional machinery as the Sheila Dikshit Government had failed to discharge its responsibilities in an effective and efficient manner. In a memorandum to Mr. Joshi, the BJP delegation said it was unfortunate that during the past two months bulldozers criss-crossed the Capital bringing down properties belonging to even the weaker sections of society and middle class. "The building mafia and the civic body engineers who are responsible for the mushrooming of unauthorised constructions have been spared and the innocent are being penalised," it said. Mr. Mukhi said the MCD itself had passed a resolution to extend the scope of building by-laws in the Lal Dora areas that was subsequently sent to the Delhi Government for approval. The Delhi Government sent the same to Raj Nivas for approval, but Mr. Joshi sent it back for reconsideration. In view of the prevailing confusion and chaos in the administration, bulldozers continue to invade rural villages and Lal Dora areas. Squarely blaming the Delhi Government for the current situation, Mr. Mukhi said it was this very Government that had rejected the amnesty scheme suggested by the Malhotra Committee. "Had that report been accepted, such a situation would not have arisen," he added. On the issue of misuse of residential properties for commercial purposes, Mr. Mukhi claimed that around six lakh shops were being run in residential colonies in Delhi. He said BJP was totally against the builder mafia, but small shops in residential houses should not be targeted and the Union Government should work out a scheme to regularise them so that they are not forced to close down. There were Congress-led governments at the Centre, in Delhi and in the MCD, but it was a matter of regret that because of infighting within the Congress party that all three wings of administration seem to be pulling in different directions, reflecting a total lack of coordination. "The constitutional machinery has completely broken down as the Delhi Government has failed to discharge its responsibilities. It is time that as an administrator, the Lieutenant-Governor recommends dissolution of the Delhi Assembly and the MCD,'' he added.
