Thiruvananthapuram: District Collector N. Ayyappan has issued instructions to all concerned to monitor and ensure that all, including political parties and candidates, follow the model code of conduct. The model code of conduct has come into effect from March 1, the date of announcement of the schedule for the Assembly elections by the Central Election Commission. The District Collector has appealed to political parties and candidates to follow the model code of conduct. Arches and banners installed in connection with the inauguration of various projects in the district should be removed soon. Four tahsildars have been asked to look into the issue and submit report. Mr. Ayyappan said a separate wing would be set up at the Collectorate to ensure that everyone is following the model code of conduct in the district. Ministers have been restrained from using State cars for electioneering. Official machinery and the services of the employees should not be utilised for election work. The venues of public meetings, grounds and helipads should be made accessible. They should be provided to others also as per the terms and conditions given to those in power. Rest houses and guest houses should be provided to all political parties. But, they should not be used for electioneering. Those in power should avoid issuing advertisements in the print and other media to highlight the achievements. Ministers and other officials concerned should not provide grants using their discretionary powers from the funds. Ministers and other officials concerned have been restrained from giving assurances on providing funds or sanctioning new financial assistance. They should not lay foundation stone for new projects and schemes. Ministers and others concerned have been restrained from giving assurances on construction of new roads and drinking water projects. Interim appointments should not be made in the Government departments or in public sector undertakings. Union Ministers and Ministers from the State can enter the polling station and the counting station only in the capacity as a voter or as an agent. The Collector said posters should be pasted, banners tied and graffiti written only after seeking the consent of the individual who owns the wall and the building. The venue and timings of the meetings being organised by the political parties should be informed to the police officials concerned.
