New Delhi The Supreme Court on Monday issued notices to the Centre, the Delhi Government, the National Human Rights Commission and civic authorities here on an appeal challenging an order of the Delhi High Court which had dismissed a petition seeking guidelines to improve the condition of sewage workers in the Capital. The notices were issued by a Bench of Chief Justice Y.K. Sabharwal, Justice C.K. Thakker and Justice R.V. Raveendran on a Special Leave Petition filed by People's Union for Civil Liberties (PUCL). The court has asked the Union Ministries of Labour and Urban Development, Delhi Government, National Human Rights Commission, Municipal Corporation of Delhi and Delhi Jal Board to respond to the PUCL petition. Highlighting "the inhuman and pathetic working conditions of sewage workers who were forced to work in an unhygienic, unsecured and unsafe working environment", PUCL had moved the Delhi High Court in 2004 seeking direction to the authorities to frame proper guidelines to improve their condition. Petitioner's counsel Sanjay Parikh said as many as 40 sewage workers had died between October 14, 1999 and January 11, 2005 and several other were injured while on work.-- PTI
