KOLLAM: The Kollam Residents Apex Council has protested against the alleged failure of the Kollam City Corporation to implement the Health Security Insurance Scheme. In a statement on Tuesday, council working president K.B. Madhusudanan Nair and general secretary C. Amalolbhavan said that the failure was in fact a cruelty to the poor.
