Petition dismissed

NEW DELHI: The Delhi High Court on Tuesday dismissed a petition by former Registrar of Cooperative Society N. Diwakar seeking quashing of an FIR registered by the Central Bureau of Investigation (CBI) against him in the multi-crore Cooperative Group Housing Societies scam in the Capital.

Dismissing his petition, Justice R.C. Jain of the High Court ruled that he could not enjoy immunity from prosecution, as claimed by him, of judicial officers under the Judges (Protection) Act because his status was of a quasi judicial office that had not been extended the immunity.

Diwakar, prime accused in the case, had sought quashing of the FIR citing the relevant provisions of the Delhi Cooperative Group Housing Societies Act, which also confers a quasi-judicial status on a Registrar.

The quasi-judicial authorities cannot claim immunity from prosecution as enjoyed by judicial officers under the Judges (Protection) Act, therefore, Diwakar, is accountable for his action'', Mr. Justice Jain said.

Robbery in East Delhi

NEW DELHI: In a daring daylight robbery, two armed men on a motorcycle robbed a man of Rs 2 lakhs while he was coming out of a bank in the Pandav Nagar area of East Delhi on Tuesday afternoon.

The police said the victim, Raminder, had withdrawn the money on his company's behalf from the Syndicate Bank branch in Pandav Nagar, and was on his way to his office, when the culprits riding a motorcycle snatched the bag from his hands and fled.

The East Delhi police have registered a case and are conducting investigations.

OBCs' conference

NEW DELHI: The third all-India conference of the All-India Federation of Backward Classes Employees' Welfare Associations begins here on Wednesday. The two-day conference will deliberate on the demands of OBCs relating to implementation of the Mandal Commission recommendations including reservation in educational institutions and the private sector.

Union Agriculture Minister Sharad Pawar will deliver the valedictory address on Thursday. Members of Parliament and leaders of social organisations will also address the conference.

Three officials arrested

NEW DELHI: Three Revenue Department officials of the Delhi Government have been arrested by the CBI for demanding bribe from an advocate to expedite his files related to land compensation.

All the three accused -- Puran Singh (Kanungo), Rakesh Sharma (Patwari) and Narender Kumar (Lower Division Clerk) -- were arrested while accepting the first instalment of Rs 10,000 of the sum agreed upon, according to the CBI.

They were later remanded to 14-day judicial custody by the CBI special judge.

`Municipalities ill-equipped'

NEW DELHI: Delhi Chief Minister Sheila Dikshit said municipalities are ill-equipped to meet the guidelines notified by the Union Environment Ministry for management and handling of solid waste and garbage.

Speaking at a two-day meeting organised on the subject by the Federation of Indian Chambers of Commerce and Industry here on Tuesday, she called for a drastic change in the working of municipalities.
