Refund on Tatkal tickets

The Railway has introduced the `Tatkal' facility to provide reservation at short notice which is a very useful service for those travelling on some urgent work. Passengers may also not mind the high premium on the Tatkal ticket. However, according to Railway rules, in case a Tatkal ticket is cancelled, there will be no refund whatsoever, not even the refund entitled on the basic fare. Nor any senior citizen concession is allowed on the ticket.

This is not only unjust as the Railways will allot the berth to somebody else and recover the fare, but an affront to the dignity of senior citizens who many a time have to go at a short notice. This is a legal robbery of the citizens just like the very high rates of interest charged by moneylenders. The Railways should allow refund of basic fare and concession to senior citizens.

Separate State issue

Constitution of a separate zone for the metropolitan cities will be detrimental to the interests of employees and others settled in the twin cities of Hyderabad and Secunderabad. The area covered by the twin cities with the annexture of Ranga Reddy district is bereft of the so-called Telangana remnants -- of the late Nizam -- with the chunk of the people being those from all corners of the peninsula. Cosmopolitan culture has taken roots there and the non-development, if any, is a byproduct of the misrule of successive governments and the neglect of the power-mongering local leaders.

The adjudication or recommendation by the commission headed by a single man cannot rule the roast. Having tendered his unilateral views, Mr. Girglani need not reiterate the same unwarrantedly. TheAndhra Pradesh State was carved out during the reorganisation of States on linguistic basis and there is no difference between Telangana and Telugu areas. If deemed fit, the Central Government may allow separate statehood for the remaining region of the Telangana other than the twin cities.

Wearing of helmet

As per the High Court direction, wearing of helmet by two-wheeler drivers has become mandatory from March 9 in Greater Visakha, failing which penalty will be imposed by the police. In the absence of wide publicity through media and also due to inadequate supply of helmets in the market, vehicle drivers are finding it extremely difficult to procure/purchase a helmet. Ignoring their pleas, the police are imposing penalties on drivers without considering the ground realities which is highly condemnable. Meanwhile, unscrupulous traders are jacking up the helmet prices and selling sub-standard ones at exorbitant rates.

Officers' club for women

The Officers' Club in Visakhapatnam was founded by the then Collector C. Arjun Rao 25 years ago for State Government officers. The club is also open for Central Government officers as well as businessmen. But women officers are unhappy they don't have an exclusive club for women. A few hundred women officers are working in both Central and State Government departments in Greater Visakha Municipal Corporation limits and many women officers feel they certainly deserve an exclusive club for socialising.

I request the District Collector to take into consideration the feelings of women officers and establish a separate women officers' club in the city.

Why surprise

checks now?

With a view to streamlining the functioning of Government and municipal schools and improving the standards, the East Godavari District Collector is conducting surprise checks on schools. While we welcome such action under normal circumstances, we feel this is not the opportune moment as the academic year has almost come to an end with both the teacher and the pupils concentrating on preparation for the final examinations. Surprise checks at this stage will only disturb them. In view of this, the Collector may defer his visits for the time being.
