KOCHI: Lack of planning and poor implementation of the building rules have compounded the problems of the city, said M. K. Prasad here on Sunday. He was speaking at a seminar on `Kochi's Carrying Capacity' organised jointly by the Kerala Sastra Sahithya Parishad and Pandit Karuppan Memorial Library, Thevara. Prof. Prasad said that although building rules were introduced, they have not been made mandatory for all the local bodies to implement. As a result, only a few of the local bodies have adopted the rules. He said that poor maintenance of roads have led to traffic congestions. If roads were well maintained, traffic congestions could be eased as studies have pointed out, he said. The planners while building roads have totally ignored pedestrians, he pointed out. While widening roads footpaths have been encroached.
