College staff irked at not being paid salaries on time

Salaries being delayed for the last six months

  • Salary for January was paid on February 28
  • Introduction of core banking was expected to ensure prompt disbursement of salaries
  • Government has tied up with a nationalised bank to disburse salaries

MANGALORE: Teaching and non-teaching staff drawing University Grants Commission (UGC) pay scales in government-aided private colleges under Mangalore University have not received their salaries on time for the sixth consecutive month since the Government introduced core banking (or e-banking) system for the disbursement of salaries.

Sources in the Association of Mangalore University College Teachers (AMUCT) told The Hindu on Monday that teaching and non-teaching staff of such colleges received their salary for February only today. Salary for January 2006 was paid on February 28, 2006, they said.

Last year the Government tied up with a nationalised bank for the disbursement of salaries through core banking.

    Coordination

The regional office of the Joint Director of Collegiate Education here sent the salary bill to the bank on March 3. The bank in turn should have disbursed the salaries on time by coordinating with the district treasury, sources said.

"Under the core banking system teachers expected that the disbursement of salary will be prompt and `hassle free'. We understand that while switching over to a new system there will be some confusion in the initial months. If there was any confusion it should have been addressed by now. However, the delay in disbursing salaries is continuing into the sixth consecutive month, a professor said.

Disbursement of salaries involves the college managements, the regional office of the Joint Director of Collegiate Education, the bank and the district treasury. Most college managements send their salary bills to the regional office on time.

However, the delay is taking place in later stages, the professor said. The delay is causing inconvenience to the teaching and non-teaching staff, sources said.
