The lofty words of the Prime Minister and the Chief Justice in the conference offered the common man a glimmer of hope. The Government must fill up vacancies of judicial officers within a time frame. The antiquated laws and procedures must be repealed with a sense of urgency and within a time frame. The higher judiciary must find ways and means of disposing of old cases.

* * * Judicial infrastructure and institutional shortcomings are the major anomalies that come in the way of justice delivery. In this regard community disposal of cases can be considered as an alternative. The traditional practice of `nyay panchayats,' if promoted vigorously, can substantially reduce the burden of the judiciary and ensure speedy justice.
