Move to give DM's post to PCS criticised

Centre's intervention may be sought by IAS Association

LUCKNOW: Uttar Pradesh IAS Association has taken a strong exception to Chief Minister Mulayam Singh Yadav's announcement that Provincial Civil Service officers would also be posted as District Magistrates. An emergency meeting convened by the association here on Monday condemned the decision and said it could ask the Centre to intervene if the State Government goes ahead with the implementation of the decision.

The general secretary of the association Sanjay Bhusreddy said as per the All-India Service rules, all the 70 posts of the District Magistrates were reserved for IAS cadre officers.

Citing the Punjab and Haryana High Court observations, Mr. Bhusreddy said the court had made observations against giving IAS cadre posts to PCS and the Centre had also asked the states to revert the post to the IAS if PCS officers had been posted.

Mr. Bhusreddy said once IAS cadre posts were given to PCS, other provincial service officers like those in the police and forest services would also be making a similar demand.

A delegation of the association also met the Chief Secretary, R Ramani in this regard. The PCS association has justified the announcement, saying states like West Bengal and Orissa were already posting PCS officers as District Magistrates.- PTI
