LUCKNOW: The Uttar Pradesh Government did not ensure proper implementation of pollution control policies and programmes in its sugar industries and thermal power plants, the Comptroller and Auditor General (CAG) report for the year ending March 31, 2005 said. ``Though there existed adequate policies and programmes for pollution control, the attitude of the management towards its corporate responsibility was unsatisfactory,'' it said. In Anpara, Obra and Panki thermal power plants, the quantity of Suspended Particulate Matter (SPM) was far more than the standard 150 mg per normal cubic metre, it added. In Obra, SPM was 680 mg to 10650 mg while at Anpara it was between 160 mg and 2,336 mg, the report said. Electro Static Precipitators (ESP), which controlled the level of excretion of SPM, were not installed in eight units of Obra plant, the report pointed out. Dust extraction system was also not installed at Obra while eight of the ten systems at Panki were non-functional, it added. Similarly in the sugar industries, the level of SPM was more than the standard 250 mg fixed by the state pollution control board, the report said. The CAG report said that Obra, Anpara and Panki power plants also failed to ensure proper disposal of effluents thereby increasing risk to the people.
Protection
Green belt was not erected around the ash deposits and no care was taken to plant trees reflecting lack of initiative towards environment protection, it added. As many as five sugar mills and the three thermal power plants didnot have the clearance of state pollution control board from 1999 to 2004, the report added.- PTI
