THIRUVANANTHAPURAM: The Election Commission has issued guidelines regarding use of campaign material. Accordingly, graffiti, wall posters, cut-outs, banners or boards will be allowed to be set up in public places and public institutions. If local laws permit such usage, permission can be granted subject to the provisions of the law. No political party or candidate will be allowed to secure such public places for exclusive use. If local laws do not permit, using of private property for displaying campaign material will not be permitted even if the owners give permission for the same. If local laws permit, political parties, candidates and their agents can displace party flag or symbol in their own properties. This should not be under pressure. Party flags will not be allowed on vehicles other than those being used for campaign with the permission of the district electoral officer. The Chief Electoral Officer said that voter identity cards to newly registered voters would be distributed through the village officers from March 20 to 30. This was in view of the rush for registration of voters at the taluk officers.
