CHANDIGARH: Criticising the Congress government on rising budgetary deficit, decline in tax revenue growth and a ``faulty'' Excise policy, the Opposition Indian National Lok Dal in Harayana on Sunday said the budget reflected its ``failure'' on fisal management front. ``The non-plan expenditure has increased from Rs 9,806 crore in 2003-04 to Rs 11,213 crore and is estimated to touch Rs 11,903 crore in 2006-07. The budgetary deficit, which was Rs 48 crore in 2004-05, has increased to Rs 54 crore in the current fiscal and has been pegged at Rs 65.47 crore in 2006-2007,'' senior INLD leader and former State Finance Minister Sampat Singh told reporters here. Referring to the state budget presented in the Haryana Assembly here on Friday, Singh said the tax revenue growth was also going down. ``As against 17 per cent increase in revenue from various state taxes in year 04-05, its projected estimate for 06-07 is just 12.4 per cent,'' he said. Sampat Singh also claimed that the new Excise Policy which the state government said was aimed at bringing transparency ``will over the days prove to be counter productive as it looks set to encourage unhealthy competition''. While the state was facing acute power shortage, he claimed that the government was only announcing mega projects .
