`Avoid hasty decision on CAS'

It might not be a cheaper option for users: Seniors

NEW DELHI: Senior citizens of the Capital have urged Delhi Chief Minister Sheila Dikshit not to take any hasty decision on implementation of Conditional Access System (CAS) for cable television as it would hurt the interests of common man and unduly favour cable operators.

In a letter to Ms. Dikshit, the Delhi Federation of Associations of Senior Citizens has urged the Delhi Government not to introduce the system in haste and take up the matter at appropriate levels in the Union Government to address various lacunae in the existing system.

The Federation has claimed that in absence of control over fixation of rates for pay channels, CAS might not be a cheaper option for users. Moreover, many homes today have more than one TV set. As a result, they would have to invest more for setting up set-top boxes, putting extra financial burden on them. This would prove to be a costly affair for retired people and those belonging to poorer sections of society.

Implementation of CAS in the present form would mean that consumers would have to invest a lot of money, pay a lot more as monthly fees and receive only a few channels, the Federation warned, adding that the high cost of set-top boxes would deprive several people of affordable recreation through cable TV.

There were several other lacunae in the system that need to be sorted out before CAS was implemented. The Delhi Government should first address the concerns of citizens before implementing the new system, the Federation demanded.
