New Delhi: Chairperson of the National Human Rights Commission Justice A. S. Anand called upon Chief Secretaries and Director Generals of Police (DGPs) to show sensitivity in cases of human rights violation. Addressing a meeting of Chief Secretaries and DGPs from various States here on Friday, Justice Anand stressed that sensitivity to human rights issues was important. He said the NHRC was receiving complaints and the media was frequently reporting instances of harassment of vulnerable sections of society by the State machinery. He said the meeting was held for representatives of each State to inform the Commission about progress in the field of human rights. "Whenever the NHRC holds meetings/workshops on bonded labour in various States, the District Magistrates often do not attend. Their presence, in fact, is necessary, as they have been identified under the Act to play a pivotal role in identifying and eliminating the practice of bonded labour." He said the increase in the number of complaints received by the Commission was not an indication of more human rights violations. Instead, it meant citizens found a forum in the NHRC to voice their grievances. He also spoke on custodial violence, overcrowding in jails, the large number of undertrials languishing in jails, child marriages, manual scavenging, food security, starvation deaths and health rights. The meeting was a follow-up of an NHRC conference held in December 2004. It focussed on crimes committed by persons in uniform, such as non-registration of a First Information Report and use of violence during investigation.
