dated March 25, 1956: President's rule in T-C

The President by a proclamation, issued on March 23 under Article 356 of the Constitution, has taken over the administration of Travancore-Cochin State. The State Legislative Assembly has been dissolved. The Presidential proclamation says that the powers he has assumed shall be exercisable by the Rajpramukh also who would act on the advice of the Adviser appointed by the President. The Rajpramukh had earlier reported that no stable Ministry could be formed in the State in the prevailing circumstances. The President's proclamation came 12 days after the Congress Ministry led by Mr. Panampilli Govinda Menon tendered its resignation. Mr. Menon's Ministry - the fifth in the State, since the integration of Travancore and Cochin States in 1949 - had resigned following the defection of six Congress legislators, which deprived the majority for the Government in the Assembly. It had assumed office on February 14 last year.
