N.D. Tiwari tables Bill to amend disqualification Act

Opposition accuses Congress of not consulting them on the Bill

DEHRA DUN: The Narain Dutt Tiwari Government tabled the Uttaranchal (The Uttar Pradesh State Legislature (Prevention of Disqualification) Act, 1971 (Amendment) Bill, 2006, in the Vidhan Sabha on Friday amid sloganeering for and against it by the Treasury and Opposition benches.

To take retrospective effect from November 9, 2000, the day Uttaranchal was born, the Bill aims at declaring the office of chairman, vice-chairman or member whether called director or by any other name of 27 Government boards as honorary office-bearers. The remuneration or salary paid to them will be called "compensatory allowance".

The Bharatiya Janata Party and Bahujan Samaj Party members stormed the well of the House and the Uttarakhand Kranti Dal members lent them vocal support from their seats the moment Speaker Yashpal Arya arrived. Slogan shouting continued for the next 70 minutes till the House was adjourned for an hour. The Opposition members were accusing the Government of trying to bring the Bill without consulting them while the ruling Congress MLAs including some Ministers were at their vocal best supporting Sonia Gandhi's resignation. A similar situation prevailed when the House reassembled and was adjourned again till 3 p.m. As the din continued this time also, the Bill was tabled and the House adjourned till Monday. Minister for PWD and Parliamentary Affairs Indira Hirdeyesh justified the move to amend the law as many more posts had fallen under the category to be filled by MLAs. Later talking to The Hindu, former Speaker and BJP member Prakash Pant said that the party had faxed its protest with all relevant details to the CEC. Local Congress leaders burnt effigies of BJP leaders Atal Bihari Vajpayee and L.K. Advani. They also staged a candlelight march in support of Sonia Gandhi.
