CHANDIGARH: The Haryana Assembly adjourned sine die on Friday after passing six Bills including the Haryana Cooperative Societies (Amendment) Bill, 2006, which aims at removing from the statute the draconian provision of arrest of a defaulter of a cooperative loan. The other five Bills included the Haryana Municipal (Amendment) Bill, 2006, the Haryana Municipal Corporation (Amendment) Bill, 2006, Guru Jambheshwar University, Hisar (Amendment) Bill, 2006, the Haryana State Legislature (Prevention of Disqualification) Amendment Bill, 2006, the Indian Stamp (Haryana Amendment) Bill, 2006 and the Haryana Municipal (Amendment) Bill, 2006 The Haryana Municipal (Amendment) Bill, 2006 amends the Haryana Municipal Act, 1973 in view of the recommendations of the National Commission for Scheduled Castes and Scheduled Tribes that in case of elective offices, false caste certificate holders should be immediately sacked from the post and must be debarred from contesting election for at least six years. These also aim at preventing participation of the criminals who have been convicted and control unnecessary election expenditure by the contesting candidates, prevent government employees from taking part in municipal elections, conduct free and fair elections, stop movement of bad elements on the days of polling and counting of votes of municipal elections and avoid bogus voting, impose penalty for filing false affidavits and introduce electronic voting machines in municipal elections. The Haryana Municipal Corporation (Amendment) Bill, 2006 amends the Haryana Municipal Corporation Act, 1994 to delegate the power of appeal against demolition orders of Commissioner, Municipal Corporation to Divisional Commissioner. Guru Jambheshwar University, Hisar (Amendment) Bill, 2006 paves the way to change the name of the University to Guru Jambheshwar University of Science and Technology to give it a distinct identity in the field of technical education. The Haryana State Legislature (Prevention of Disqualification) Amendment Bill, 2006, amends the Haryana State Legislature (Prevention of Disqualification) Act, 1974 to include the office of Chief Parliamentary Secretary in the clause (f) of the sub-section (1) of Section-3 of the Act by replacing the Haryana Ordinance No.1 of 2006. Meanwhile, Chief Minister Bhupinder Singh Hooda announced on the floor of the House that the State Government would give a cash award of Rs. 3 lakhs to Jitender Kumar for winning the silver medal in boxing at the Commonwealth Games in Melbourne. Lauding the outstanding performance of Haryana players and athletes in these games, he said he had already announced a cash award of Rs. 5 lakhs for Seema Antil who had won a silver medal in athletics.
