BANGALORE: Application of incorrect rate of tax in 135 cases and grant of exemption in 29 cases resulted in a revenue shortfall of Rs. 6.11 crore. A report of the Comptroller and Auditor General on revenue receipts of the Government for the year that ended on March 31, 2005, tabled in the Legislative Assembly, has said that turnover tax of Rs. 2.18 crore was not levied or was levied short in 89 cases. The incorrect grant of exemption for milk powder resulted in tax of Rs. 15.22 crore not being levied. Interest of Rs. 2.96 crore was not levied for delayed payment of tax in 107 cases. The failure of tahsildars in four taluks to collect water charges caused a loss of Rs. 6.53 crore. Education and health cess of Rs. 107.1 crore collected by 224 local bodies during 2002-04 were not remitted to the Government, the report says. Mysore Minerals Ltd. did not levy and collect forest development tax of Rs. 4.49 crore on minerals disposed of during 2001-04. The Karnataka Forest Development Corporation did not remit to the Government forest development tax of Rs. 7.78 crore levied and collected by it during 1999-2004. Fixing of a lower lease amount for land housing the Bangalore Golf Club, the Karnataka State Cricket Association and a retail petroleum outlet resulted in forgoing revenue of Rs. 513.43 crore during 1999-2004. Trading of silk outside the government silk exchanges resulted in loss of revenue of Rs. 27.62 crore by way of market fees for the period 1999-2004. There was a considerable low yield of rectified spirit from private units as compared to cooperative and government units with a revenue implication of Rs. 102.37 crore, the report has noted.
