SISSPA seeks TUFS for second-hand spinning machines

COIMBATORE: The South India Small Spinners' Association (SISSPA) has appealed to the Centre to extend the Technology Upgradation Fund Scheme (TUFS) for import of second-hand spinning machines.

This was one of the resolutions passed at the annual general meeting of the association held here recently.

Delivery schedules

With long delivery schedules for domestic spinning machines, the Centre should provide assistance under the scheme for used imported machines and should also bring down the Customs Duty for these machines, it said.

The TUFS, which expires in March 2007, should be extended till 2010 and the limit of 8,000 spindles to avail of assistance under the scheme should be removed.

Minimum spindleage

The Centre had reduced the minimum spindleage needed for assistance under TUFS to 8,000 from 12,000 and this had spurred investments in the spinning sector.

The association sought initiatives by the State Government to increase cotton production in the State.

Yarn production

Though 50 per cent of yarn production in the country was from Tamil Nadu, it lagged behind in cotton production.

It also sought removal of market cess on waste cotton, as it was only a waste generated in spinning mills and not an agricultural product.

In order to encourage investors in textile sector and to generate more employment opportunities, the Centre should make the necessary changes in labour laws.

The All India Electricity Regulatory Act and Value Added Tax should be implemented in the State for the benefit of trade and industry, the association said.

Infrastructure development

It pleaded to the Centre to improve infrastructure, especially roads and ports, to facilitate transport of raw materials (cotton) and yarn.
