DDA's private partnership pilot project gets a good response

Almost all the major builders including DLF, Eros vying for the Tehkhand project

NEW DELHI: A pilot project on public-private participation at Tehkhand in South Delhi -- which envisages construction of 750 higher income group flats and 3,000 units under the Economically Weaker Section scheme -- has proved to be a major hit with around 120 brochures having been sold and almost all the major builders of Delhi vying for the prestigious project.

"The scheme has taken off really well and now we are waiting to see how good the offers are," said the Commissioner (Land Disposal) of the Delhi Development Authority, R.K. Singh, adding that with major players such as DLF and Eros group throwing their hats into the ring the stage is now set for real bidding.

The project assumes significance for it would pave the way for public-private participating in such similar ventures across the Capital. In view of the recent sealing and demolition of commercial and residential properties in Delhi, there is now an urgent need for quick construction of approved buildings. Since DDA on its own has not been able to meet the demands of the fast developing Delhi, people feel more shops, showrooms and residential accommodations should be made available.

Officials are now hoping that the Union Ministry of Urban Development would act fast and approve of more such projects across Delhi. While these have been proposed in the Draft Master Plan for Delhi-2021, there is need for expeditious implementation of the plan to provide succour to those who have been facing sealing and demolition but do not find any alternate properties good enough to set up shop or reside in.

In Tehkhand, DDA had approved in principle the public-private participation and for this 14.3 hectares of land was earmarked for the pilot project. As per the draft tender document, the project envisages 3,500 houses for resettlement of slum dwellers with specified covered areas and specifications and maximum of 750 HIG houses for free sale by the developer along with the development of the sites for various facilities required for both these types of residential development.

All the services including water supply, sewage, storm water drains and electricity will be made available by the developer, who will also have to ensure that houses are constructed as per building by-laws and structural codes as applicable with adequate open spaces. The developed land for facilities such as school, dispensaries and other allied facilities will be reverted back to DDA for allotment as per the prescribed policy.
