CET Cell clarifies on allocation of seats

`No basis for criticism of Bill on this count'

Bangalore: The Common Entrance Test Cell has said there is no basis for the criticism that the Karnataka Professional Educational Institutions (Regulation of Admission and Determination of Fee) Bill, 2006, passed by the legislature, has not made any provision for admission of students from Karnataka in private unaided professional educational institutions.

"This is not the case. In fact, for the first time in the history of the CET, provision has been made to ensure that 50 per cent of seats in all non-minority private professional colleges are reserved for Scheduled Caste, Scheduled Tribe and other backward class students from Karnataka," CET Cell officials said.

Minority institutions

Similarly, the Bill provides for a mandatory minimum of 66 per cent of seats in minority institutions being filled by students of the minority community from within the State, CET Cell officials said.

This will ensure that most of the seats in these colleges are reserved for students from Karnataka. It will no longer be possible for minority institutions to admit students from other States, if they wish to retain their status as minority institutions.

The Government has followed the direction of the Supreme Court in the case of Inamdar vs. State of Maharashtra by not appropriating any seats under the government quota in private unaided colleges. However, the Government has safeguarded the interests of students from the State by reserving 50 per cent of seats for them in non-minority colleges and 66 per cent in minority institutions.

All admissions will now be based on merit. Under Section 9 (iv) of the legislation, it has been stipulated that "admission to all seats in private unaided professional education institutions, including reserved or general category seats, but excluding the seats which may be filled by NRI candidates, shall be made on the basis of merit by following the procedure of the Common Entrance Test, followed by centralised counselling conducted in the manner as specified by the Admissions Overseeing Committee."
