Union Human Resource Development Minister Arjun Singh's denial of the Election Commission's charge that he violated the model code of conduct by announcing a proposal to reserve 27 per cent of seats for OBCs in Central educational institutions and IITs and IIMs makes a mockery of the election code. How can he take cover behind the Constitution after announcing a new proposal? What was the hurry to talk to the media on the subject before the State elections, if nothing was to be implemented before the results? Mr. Singh seems to have succeeded in having the cake and eating it too! The wide publicity on the subject has already served his purpose.

The Election Commission calling for an explanation is thoroughly justified. But one wonders what action it can take. Record Mr. Singh's explanation or issue a reprimand? How will that undo what has already been done?
